United Ministerial Fellowship (UMF) | Ministerial Policy & Credentialing Manual | Version 1.1

Status: Proposed Draft — For Review and Approval

United Ministerial Fellowship (UMF) recognizes that responsible ecclesiastical governance requires clearly established administrative authority, accurate records, consistent procedures, appropriate confidentiality, and accountability in the exercise of ministerial credentialing responsibilities.

As the ecclesiastical credentialing and oversight ministry of Rhema of Hope, operating under NVIS International Ministries, Inc., UMF shall establish and maintain administrative procedures necessary to support its ministerial licensing, ordination, missionary commissioning, church affiliation, doctrinal accountability, and related ecclesiastical functions.

Administrative responsibilities shall be exercised in accordance with the governing authority of NVIS International Ministries, Inc., the approved policies of UMF, and applicable civil laws.

UMF shall maintain appropriate distinctions between ecclesiastical governance, educational administration, missionary operations, financial administration, and the responsibilities of affiliated churches and cooperating ministries.

The UMF Credentialing Board shall retain its designated authority over ministerial credentialing determinations. Administrative personnel may facilitate authorized processes but shall not independently exercise ecclesiastical decision-making authority reserved to the Board or another duly authorized governing body.

Administrative systems and procedures shall promote integrity, transparency, consistency, responsible stewardship, and the protection of confidential information.

7.1.1 Purpose of Administrative Governance

The purpose of administrative governance is to establish a consistent framework for managing UMF's ecclesiastical operations while maintaining appropriate organizational accountability.

UMF shall seek to:

  3. Maintain accurate and reliable ministerial credentialing records.
  4. Promote consistent application of approved policies.
  5. Protect confidential ministerial and organizational information.
  6. Establish appropriate procedures for administrative review and authorization.
  7. Support communication among credentialed ministers, affiliated churches, and authorized ministry partners.
  8. Maintain accountability for delegated administrative responsibilities.
  9. Promote appropriate use of secure administrative systems.
  10. Support the long-term integrity and effectiveness of UMF's global ministry operations.

Administrative procedures shall serve the mission of the fellowship and shall not unnecessarily obstruct legitimate ministerial service.

Individuals entrusted with administrative responsibilities shall be expected to demonstrate:

  5. Responsible stewardship of entrusted resources.
  6. Appropriate confidentiality.
  7. Fairness and consistency in administrative decisions.
  8. Humility and servant leadership.
  9. Accountability for official actions.
  10. Commitment to the mission and values of the fellowship.

The UMF Credentialing Board shall exercise the ecclesiastical credentialing authority assigned to it through the fellowship's approved governing policies.

Its responsibilities may include:

  1. Reviewing ministerial credential applications.

Personnel shall exercise only those responsibilities expressly assigned or delegated to them.

7.1.7 Delegation of Administrative Responsibilities

UMF may delegate appropriate administrative responsibilities to qualified individuals or authorized ministry representatives.

Delegations shall identify, where appropriate:

Authority reserved to the UMF Credentialing Board shall not be transferred through informal administrative arrangements.

Delegations may be modified or withdrawn by the appropriate authorized authority.

The same individual may perform multiple routine administrative functions when authorized and appropriate to available staffing and resources.

However, the performance of routine administrative functions shall not eliminate requirements for independent or designated ecclesiastical approval.

Where practical, appropriate verification measures should be established to reduce the risk of unauthorized credential issuance, inaccurate records, or improper modification of official determinations.

7.1.9 Administrative Accountability and Supervision

Individuals performing UMF administrative responsibilities shall remain accountable to the appropriate authorized organizational leadership.

Accountability may include:

Administrative concerns shall be addressed by the authority responsible for the applicable personnel or function.

Serious misconduct by an individual who also holds UMF ministerial credentials may require a separate ecclesiastical review under Section 3.5.

Administrative corrective action shall remain distinct from formal ministerial credentialing discipline unless the circumstances warrant both processes.

  • Continuing education administration.
  • Other authorized educational functions.

UMF shall retain authority over ecclesiastical credentialing determinations.

Educational personnel shall not issue, suspend, revoke, or restore UMF credentials solely by virtue of their educational responsibilities.

UMF may cooperate with Hope Beyond Borders in matters involving missionary personnel, missionary assignments, and related operational administration.

Renewal records shall distinguish between a pending renewal application and an approved renewal.

Administrative processing shall not automatically extend credential validity unless an approved policy expressly provides otherwise.

7.2.12 Credential Standing and Status Records

UMF shall maintain accurate records of the current standing of credentials issued under its authority.

Status classifications may include, as applicable:

  • Pending application.
  • Under review.

  • Active with authorized conditions.
  • Expired.
  • Suspended.
  • Revoked.
  • Surrendered or voluntarily relinquished.
  • Superseded or replaced.
  • Other status classifications established by approved policy.

Application processing statuses shall be distinguished from the standing of an issued credential.

A status classification shall not independently establish grounds for disciplinary action or alter substantive rights established elsewhere in this manual.

Changes in ecclesiastical standing shall be recorded only after the applicable authorized determination or policy-defined event.

Historical status changes shall be preserved as appropriate for accountability and verification.

7.2.13 Historical Credential Records

UMF shall maintain appropriate historical information concerning credentials previously issued under its authority.

UMF shall maintain official records of Reverend Ordination granted under its ecclesiastical authority.

Ordination records may include:

The requirement to hold a valid UMF Pastoral License before receiving Reverend Ordination shall remain applicable.

UMF may maintain official records of churches and ministries recognized under its approved affiliation framework.

  5. Relevant equivalency determinations.
  6. Continuing education verification.
  7. Other authorized educational documentation.

RGES shall remain responsible for its own educational administration and official educational records.

UMF may retain appropriate verification that educational requirements have been satisfied without unnecessarily duplicating an individual's complete educational file.

Educational completion shall not independently constitute approval of a ministerial credential.

7.2.20 Official Correspondence and Administrative Action Records

UMF may maintain official correspondence and administrative action records necessary to document authorized organizational activities.

Such records may include:

  • Application acknowledgments.
  • Requests for documentation.
  • Credentialing notices.
  • Renewal communications.
  • Affiliation correspondence.
  • Authorized appointment notices.
  • Administrative approvals.

Records shall identify the nature of the communication and, where necessary, the authority under which it was issued.

Routine correspondence shall not be treated as a formal ecclesiastical determination unless it accurately documents an authorized decision.

UMF may maintain supporting documentation used to verify qualifications, evaluate applications, or review ecclesiastical matters.

Such documentation may include:

  1. Ministerial references.

Unverified statements shall not be recorded or communicated as established facts.

Sensitive documentation shall be subject to appropriate confidentiality and security safeguards.

7.2.22 Classification of Records by Confidentiality

UMF shall establish appropriate classifications for records according to their sensitivity and authorized use.

Record classifications may include:

Public Information: Information approved for general publication, such as authorized organizational contact details or limited credential verification information.

Internal Administrative Information: Records used for routine organizational operations and accessible to authorized personnel.

Confidential Ecclesiastical Information: Ministerial applications, references, Credentialing Board records, and other nonpublic ecclesiastical documentation.

Restricted Sensitive Information: Safeguarding reports, disciplinary evidence, sensitive identity documentation, health-related information, and other records requiring heightened protection.

Classification shall determine appropriate access and handling requirements.

Classification shall not prevent legally required disclosures or other lawful actions.

7.2.23 Authoritative Records and Supporting Copies

UMF shall identify authoritative records for significant ecclesiastical and administrative functions.

The official ministerial credential registry shall serve as the authoritative record of UMF credentialed standing.

Supporting copies may include:

  • Printed certificates.
  • Digital credential documents.
  • Administrative correspondence.
  • Educational completion confirmations.
  • Ministerial profile information.
  • Archived documents.
  • Authorized verification extracts.

Supporting copies shall not independently supersede authoritative records.

Where a discrepancy exists, the matter shall be reviewed through an authorized administrative correction process.

The designation of an authoritative record shall not prevent correction of an established error.

7.2.24 Record Accuracy and Verification

UMF shall seek to maintain records that are accurate, current where necessary, and appropriate for their intended purpose.

Administrative verification may include:

  1. Confirmation of ministerial identity.
  2. Review of credential classification.

Administrative verification shall not be represented as an ecclesiastical approval decision.

7.2.25 Correction of Official Records

UMF shall establish appropriate procedures for correcting inaccurate or incomplete official records.

Corrections may involve:

  • Misspelled names.
  • Incorrect contact information.
  • Administrative date errors.
  • Duplicate records.
  • Incorrect document references.
  • Inaccurate credential classification entries.
  • Other verifiable administrative errors.

Requests for correction may be submitted by affected individuals or initiated through authorized administrative review.

Corrections shall be supported by appropriate verification.

Material changes affecting credential classification, validity, restrictions, or ecclesiastical standing shall require confirmation of the underlying authorized determination.

Administrative personnel shall not use a correction procedure to independently reverse or alter a Credentialing Board decision.

7.2.26 Record Amendments and Audit History

UMF shall seek to maintain appropriate documentation of material changes to official records.

An amendment history may identify:

  1. The record affected.
  2. The nature of the change.
  3. The date of the change.
  4. The authorized individual or process responsible.
  5. The reason for the change.
  6. Relevant approval or verification.

Such procedures may include:

  • Verification of identity.
  • Review of credential numbers.
  • Comparison of application information.
  • Confirmation of historical records.
  • Identification of conflicting entries.
  • Authorized consolidation or linking of records.
  • Preservation of relevant historical information.

Records shall not be merged solely because individuals possess similar names or other common identifying information.

Administrative personnel shall exercise particular care when reviewing records involving international naming conventions, transliteration, name changes, or incomplete historical documentation.

Record consolidation shall not erase valid credentialing history or authorized ecclesiastical determinations.

7.2.28 Record Access and Authorized Use

Access to official UMF records shall be limited according to legitimate organizational responsibilities.

Authorized access may be granted to:

  1. Appropriate UMF administrative personnel.
  2. Authorized Credentialing Board members.
  3. Designated ecclesiastical oversight representatives.
  4. Approved organizational leadership.
  5. Authorized educational or operational representatives for specific permitted information.
  6. Other individuals lawfully authorized to access relevant records.

Access shall be proportionate to the responsibilities of the individual or position.

Access to one category of records shall not automatically authorize access to all UMF records.

Individuals shall not access confidential records for personal curiosity, unrelated ministry interests, or unauthorized purposes.

7.2.29 Public Credential Verification Records

UMF may establish a public or restricted verification service through which authorized parties can confirm the standing of credentials issued by the fellowship.

Verification information may include:

  • The credential holder's approved identifying name.
  • Credential classification.
  • Credential identification number or verification reference.
  • Current verification result.
  • Applicable validity dates.
  • Other information approved for disclosure.

Public verification shall not disclose confidential applications, ministerial references, disciplinary evidence, private contact information, or unrelated personal records.

Where necessary, a verification service may provide a limited response without revealing the confidential reasons for a credential's status.

Verification procedures shall distinguish an authentic historical credential from a credential currently valid and in good standing.

7.2.30 Record Retention and Preservation

UMF shall establish appropriate retention and preservation procedures for its official records.

Retention requirements shall consider:

  1. The type of record.

No universal retention period is established by this subsection.

Specific retention schedules, legal holds, archiving procedures, and authorized disposal requirements shall be addressed through subsequent provisions of Section 7 or approved supplementary policies.

7.2.31 Protection Against Unauthorized Alteration or Destruction

Official UMF records shall be protected against unauthorized alteration, concealment, deletion, destruction, or falsification.

Protective measures may include:

  • Role-based access restrictions.
  • Administrative approval requirements.
  • Appropriate audit logging.
  • Secure storage.
  • Backup procedures.
  • Document authenticity controls.
  • Restricted deletion permissions.
  • Periodic record integrity reviews.
  • Other appropriate safeguards.

Individuals shall not intentionally destroy or modify records to conceal misconduct, obstruct a lawful investigation, misrepresent credentialed standing, or avoid legitimate organizational accountability.

Records subject to applicable legal preservation obligations shall not be destroyed contrary to those requirements.

7.2.32 Digital and Physical Recordkeeping

UMF may maintain official records in digital, physical, or combined formats.

Digital records may be maintained through approved administrative systems.

Physical records may include:

  1. Original signed documents.
  2. Historical certificates.
  3. Authorized paper applications.
  4. Official correspondence.
  5. Archived ecclesiastical records.
  6. Other necessary physical documentation.

Records shall be protected according to their sensitivity and administrative importance.

The use of digital systems shall not automatically invalidate properly maintained physical records.

Similarly, a printed document shall not automatically supersede an authoritative digital registry entry.

7.2.33 International Recordkeeping Considerations

UMF recognizes that international administration may involve different legal requirements, languages, identity documents, and recordkeeping practices.

International procedures may consider:

  • Applicable data protection laws.
  • Local recordkeeping obligations.
  • Cross-border transfer restrictions.
  • Translation requirements.
  • Regional naming conventions.
  • Verification of foreign educational records.
  • Document authenticity.
  • Access to secure communication.
  • Other legitimate jurisdictional considerations.

International administrative adaptations shall not alter UMF's approved ecclesiastical credentialing standards without appropriate authorization.

Sensitive information shall not be transferred internationally in violation of applicable legal requirements.

7.2.34 Recordkeeping Oversight and Periodic Review

UMF may periodically review its official recordkeeping practices to promote accuracy, security, consistency, and appropriate administrative accountability.

Reviews may consider:

  1. Credential registry accuracy.
  2. Completeness of authorized decision records.

  4. Compliance with access restrictions.
  5. Record correction procedures.
  6. Preservation of historical information.
  7. Integrity of issued document records.
  8. Protection of sensitive information.
  9. International administrative requirements.
  10. Opportunities for improvement.

Reviews shall be conducted by appropriately authorized individuals.

Identified deficiencies shall be addressed through approved corrective procedures.

Significant concerns involving unauthorized access, record falsification, or improper credential issuance shall be referred to the appropriate organizational authority.

7.2.35 Commitment to Accurate and Faithful Ecclesiastical Records

United Ministerial Fellowship affirms that accurate ecclesiastical records are essential to preserving the integrity of ministerial credentials, maintaining responsible governance, and supporting the fellowship's global mission.

UMF shall seek to maintain records that faithfully reflect authorized ecclesiastical decisions, protect confidential information, and provide reliable documentation of ministerial and organizational relationships.

The official ministerial credential registry shall remain the authoritative administrative source for credentials issued under UMF's authority.

Through appropriate cooperation with Rhema Global Education System, Hope Beyond Borders, affiliated churches, and authorized ministry partners, UMF shall maintain clear distinctions between ecclesiastical, educational, operational, and independent organizational records.

This commitment reflects the mission of United Ministerial Fellowship to equip ministers, empower ministries, and strengthen churches while exercising responsible stewardship over the records entrusted to the fellowship.

7.3 Records Retention, Archiving & Authorized Disposal

United Ministerial Fellowship (UMF) recognizes that the responsible preservation, retention, archiving, and disposal of official ecclesiastical records are essential to organizational integrity, historical accountability, ministerial credential verification, and compliance with applicable legal obligations.

As the ecclesiastical credentialing and oversight ministry of Rhema of Hope, operating under NVIS International Ministries, Inc., UMF shall establish and maintain appropriate records retention and preservation procedures for documentation created or received in the administration of its authorized ecclesiastical responsibilities.

Records shall be retained according to their legal, administrative, ecclesiastical, historical, and evidentiary significance. Retention requirements shall be established through approved organizational policies and applicable records retention schedules.

UMF shall maintain appropriate distinctions between permanent ecclesiastical records, records requiring extended retention, temporary administrative documentation, confidential or restricted records, and records maintained independently by other organizations.

Records shall not be destroyed, altered, concealed, or otherwise disposed of for the purpose of avoiding accountability, concealing misconduct, obstructing an investigation, or defeating a lawful preservation obligation.

Retention and disposal procedures shall protect the integrity of official records while respecting personal privacy, appropriate confidentiality, organizational resources, and applicable legal requirements.

7.3.1 Purpose of Records Retention and Preservation

The purpose of records retention and preservation is to ensure that official UMF records remain available for legitimate ecclesiastical, administrative, historical, and legal purposes for an appropriate period.

UMF shall seek to:

  1. Preserve authoritative ministerial credential records.
  2. Maintain documentation of official ecclesiastical decisions.
  3. Protect historically significant organizational information.
  4. Support accurate credential verification.
  5. Maintain records necessary for organizational accountability.
  6. Comply with applicable legal retention obligations.
  7. Protect confidential and sensitive information.
  8. Prevent unauthorized or premature destruction.
  9. Establish consistent archival and disposal procedures.
  10. Promote responsible stewardship of physical and digital records.

Retention procedures shall balance legitimate preservation requirements with the principle that personal information should not be retained indefinitely without an appropriate purpose or lawful basis.

Biblical References: Luke 16:10–12; 1 Corinthians 4:1–2; 1 Corinthians 14:40; Colossians 3:23–24.

7.3.2 Biblical Principles of Faithful Preservation

UMF affirms that responsible preservation of official records reflects biblical principles of faithfulness, honesty, stewardship, and accountability.

Those entrusted with organizational records shall demonstrate:

  1. Integrity in maintaining official documentation.
  2. Faithfulness in preserving entrusted information.
  3. Respect for the historical work of the Church.
  4. Accuracy in documenting ecclesiastical actions.
  5. Responsible protection of confidential information.
  6. Honesty in responding to legitimate record requests.
  7. Appropriate stewardship of organizational resources.
  8. Accountability for recordkeeping decisions.
  9. Respect for applicable legal obligations.
  10. Commitment to preserving the integrity of ministerial records.

Records shall be preserved or disposed of according to legitimate organizational purposes rather than personal convenience, improper influence, or attempts to conceal unfavorable information.

Biblical References: Proverbs 11:3; Proverbs 12:22; Luke 16:10; 1 Corinthians 4:1–2.

7.3.3 Authority for Records Retention Policies

NVIS International Ministries, Inc., through its authorized governance and administrative processes, shall establish or approve records retention requirements applicable to UMF.

UMF may recommend ecclesiastical recordkeeping requirements appropriate to its credentialing and oversight responsibilities.

  3. Approved UMF policies.
  4. Authorized records retention schedules.
  5. Relevant legal preservation obligations.

  8. Other legitimate organizational responsibilities.

Administrative personnel shall not independently establish retention rules that conflict with approved policy or applicable law.

Material changes to retention requirements shall receive appropriate organizational authorization.

7.3.4 Official Records Retention Schedule

UMF shall maintain or operate under an approved records retention schedule identifying the retention requirements applicable to its official records.

The schedule should identify, where appropriate:

  • Record category.
  • Responsible organizational custodian.
  • Applicable retention period or retention event.
  • Beginning point for calculating retention.
  • Legal or administrative basis for retention.
  • Required confidentiality classification.
  • Authorized archival disposition.
  • Authorized destruction procedure.
  • Applicable exceptions or preservation holds.
  • Approval authority for disposal.

Retention periods may differ according to record type, organizational purpose, and applicable jurisdiction.

The retention schedule may be maintained as a supplementary administrative policy rather than reproduced in full within this manual.

No record shall be destroyed solely because a retention period appears to have expired without first considering applicable legal holds, safeguarding obligations, investigations, disputes, and other preservation requirements.

7.3.5 Classification of Records for Retention Purposes

UMF may classify records according to their required or anticipated preservation period.

Retention classifications may include:

  1. Permanent Ecclesiastical Records: Authoritative records documenting enduring ecclesiastical actions and historical determinations.
  2. Long-Term Administrative Records: Records requiring extended preservation because of their legal, organizational, or evidentiary significance.
  3. Active Administrative Records: Records necessary for current credentialing, affiliation, or organizational operations.
  4. Temporary Administrative Records: Records retained for a defined administrative purpose or approved period.
  5. Restricted Sensitive Records: Records requiring special retention, security, or disposal considerations because of their contents.
  6. Historical Archival Records: Records selected for continued preservation because of their enduring historical or institutional significance.

A record may be subject to more than one classification.

Confidentiality classification and retention classification shall be administered as separate considerations.

Classification shall not override applicable legal preservation obligations.

7.3.6 Permanent Ecclesiastical Records

UMF should preserve authoritative records of significant ecclesiastical actions as part of the fellowship's enduring institutional history, subject to applicable law and approved policy.

Such records may include:

  1. Official ministerial credential issuance history.

  7. Historical church and ministry affiliation determinations.
  8. Approved governing policies and amendments.
  9. Official ecclesiastical appointments of historical significance.
  10. Other records designated for permanent preservation.

Permanent preservation shall ordinarily focus on the authoritative record of the action and essential supporting information rather than every document collected during the process.

Sensitive supporting evidence shall not automatically be designated for permanent retention merely because it relates to a permanent ecclesiastical record.

7.3.7 Ministerial Credential History Preservation

UMF shall maintain appropriate historical records of ministerial credentials issued under its authority.

Historical credential records may include:

  • Original issuance.
  • Credential classification.
  • Effective dates.
  • Renewal history.
  • Expiration history.
  • Credential advancement.
  • Authorized restrictions.
  • Suspension or revocation.
  • Restoration determinations.
  • Voluntary surrender.
  • Other relevant historical changes.

Records shall distinguish the historical issuance of a credential from its current standing.

A credential's expiration, surrender, suspension, or revocation shall not ordinarily result in deletion of the authoritative historical issuance record.

Historical preservation shall remain subject to applicable privacy, legal, and records management requirements.

7.3.8 Preservation of Reverend Ordination Records

UMF recognizes Reverend Ordination as a significant ecclesiastical determination requiring appropriate historical preservation.

Official ordination records should include:

  4. The applicable certificate or record reference.
  5. The approving ecclesiastical authority.
  6. Verification of the required UMF Pastoral License.
  7. Relevant subsequent changes in ecclesiastical standing.
  8. Other essential historical information.

The historical record of an ordination shall remain distinguishable from the minister's current credentialed standing.

Retirement, death, inactivity, or a subsequent change in standing shall not ordinarily result in erasure of the historical fact that an ordination occurred.

Appropriate restrictions may apply to public access or disclosure of such records.

7.3.9 Preservation of Credentialing Board Decisions

UMF shall maintain appropriate authoritative records of significant determinations made by the UMF Credentialing Board.

Such determinations may include:

  • Credential approvals.
  • Credential denials.
  • Renewal decisions.
  • Credential advancement.
  • Authorized restrictions.
  • Suspension.
  • Revocation.
  • Restoration.
  • Other formal ecclesiastical determinations.

Records shall identify the decision, date, authorized authority, and other essential information necessary to establish the action taken.

Detailed deliberations, supporting evidence, and confidential submissions may be subject to separate retention and access requirements.

Administrative personnel shall not destroy authoritative decision records to remove unfavorable or historically significant determinations.

7.3.10 Ministerial Application Record Retention

Ministerial credential applications and supporting documentation shall be retained according to the approved records retention schedule.

Retention requirements may consider:

  1. Whether the application was approved.

  4. Whether the application remains incomplete.
  5. The credential classification involved.
  6. Relevant administrative or legal requirements.
  7. Applicable appeals or reconsideration.
  8. Pending investigations or disputes.
  9. The sensitivity of supporting documentation.
  10. Other legitimate retention considerations.

UMF may establish different retention requirements for successful applications, unsuccessful applications, and abandoned submissions.

UMF shall maintain appropriate records of credential renewals and related administrative actions.

Records may include:

  • Renewal applications.
  • Renewal approvals or denials.
  • Effective renewal dates.

UMF shall maintain appropriate records of churches and ministries recognized under its approved affiliation framework.

Retention considerations may include:

  1. Original affiliation approval.
  2. Applicable affiliation agreements.
  3. Authorized representatives.
  4. Changes in organizational identity.
  5. Affiliation renewal or review, where applicable.
  6. Changes in affiliation standing.
  7. Withdrawal or termination.
  8. Relevant ecclesiastical correspondence.
  9. Historical institutional significance.
  10. Other necessary organizational information.

Historical affiliation records shall distinguish past recognition from current affiliation standing.

Affiliation records shall not be interpreted as establishing corporate ownership, financial control, or legal responsibility beyond the applicable organizational arrangements.

UMF shall maintain appropriate historical records of missionary credentials and commissioning determinations issued under its authority.

Such records may include:

  • Missionary Commissioning.

  • Credential restrictions.
  • Revocation or restoration.

UMF shall preserve appropriate records of Chaplaincy Endorsements issued under its ecclesiastical authority.

Such records may include:

  1. Original endorsement approval.

  8. Other relevant historical information.

Supporting records shall be retained according to their classification and applicable retention schedule.

Historical endorsement records shall not be represented as proof of current endorsement unless the endorsement remains valid.

7.3.15 Ecclesiastical Accountability and Disciplinary Records

Records involving ministerial accountability, formal complaints, disciplinary proceedings, and restoration determinations shall be subject to appropriate retention and confidentiality requirements.

Such records may include:

  • Formal allegations.
  • Authorized investigations.
  • Evidence and supporting documentation.
  • Notices and responses.
  • Official findings.
  • Disciplinary determinations.
  • Credential restrictions.
  • Appeals or reconsideration.
  • Restoration determinations.
  • Other necessary accountability documentation.

Retention requirements shall consider applicable safeguarding laws, legal obligations, organizational accountability, and the rights and dignity of affected individuals.

Records involving substantiated misconduct, serious safeguarding concerns, or matters relevant to future ministerial eligibility may require extended preservation under approved policy and law.

Unsubstantiated allegations shall not be misrepresented as established findings.

Confidential disciplinary records shall not be made public merely because they are preserved.

7.3.16 Safeguarding and Protection-Related Records

Records involving child protection, vulnerable individuals, abuse allegations, or other serious safeguarding matters shall be managed under heightened preservation and security requirements.

Such records may include:

  1. Safeguarding reports.

Retention shall comply with applicable safeguarding and legal requirements.

No person shall destroy or conceal safeguarding records to prevent lawful reporting, investigation, accountability, or protective action.

The preservation of safeguarding records shall not substitute for mandatory reporting or immediate protective measures.

UMF may maintain educational verification records necessary to support its credentialing determinations.

Such records may include:

  • Confirmation of required course completion.
  • Approved educational equivalency determinations.
  • Relevant continuing education verification.
  • Required training certificates.
  • Other authorized educational documentation.

UMF shall seek appropriate professional guidance where international legal requirements are uncertain or materially significant.

International ministry participation shall not be treated as automatic permission to transfer all personal information without restriction.

7.4.28 Privacy Requests, Corrections, and Individual Rights

UMF shall establish appropriate procedures for receiving and responding to legitimate privacy-related requests.

Requests may concern:

  • Access to personal information.
  • Correction of inaccurate records.
  • Updating contact information.
  • Restriction of certain processing activities.

  • Deletion requests where legally available.
  • Objections to certain uses.
  • Other rights established by applicable law.

Requests shall be reviewed according to the individual's applicable rights, the nature of the information, and relevant organizational obligations.

UMF shall not promise unconditional deletion of authoritative ecclesiastical records when legitimate retention or legal obligations require preservation.

A privacy request shall not independently authorize alteration of an official Credentialing Board determination.

Incidents may include:

  1. Unauthorized system access.
  2. Loss or theft of records.

Individuals entrusted with confidential UMF information shall be responsible for protecting that information during and after their authorized service.

Obligations may include:

  1. Accessing information only for authorized purposes.
  2. Protecting account credentials.

  4. Following approved information handling procedures.
  5. Reporting suspected security incidents.
  6. Returning organizational records upon separation.
  7. Removing unauthorized personal copies.
  8. Respecting confidentiality after leaving a position.
  9. Cooperating with legitimate organizational reviews.
  10. Complying with applicable legal requirements.

Confidentiality obligations shall not prohibit lawful reporting to competent authorities, protected disclosures, or other activities that cannot legally be restricted.

7.4.32 Information Security Training and Awareness

UMF may establish appropriate training requirements for personnel who access confidential records or administer digital systems.

Training may address:

  • Confidentiality responsibilities.

  • Secure account practices.
  • Phishing and fraudulent communications.
  • Secure document handling.
  • Appropriate information sharing.
  • Safeguarding information.
  • Incident reporting.
  • Privacy obligations.

Training requirements may vary according to the responsibilities and access privileges of the individual.

Completion of administrative security training shall not independently confer ecclesiastical authority.

7.4.33 Information Security Oversight and Periodic Review

UMF and the authorized leadership of NVIS International Ministries, Inc. may periodically review information protection practices.

Reviews may consider:

  1. Administrative access permissions.
  2. Credential registry security.

UMF shall seek to maintain appropriate confidentiality and information security while recognizing that legal requirements may differ across jurisdictions.

Nothing in this subsection shall:

  1. Prevent legally required reporting.
  2. Authorize concealment of abuse or misconduct.

7.4.35 Commitment to Confidentiality, Trust & Responsible Information Stewardship

United Ministerial Fellowship affirms that the protection of confidential information is an important expression of Christian integrity, responsible governance, and respect for the individuals and organizations entrusted to its care.

UMF shall seek to maintain administrative systems and procedures that protect personal dignity, preserve ecclesiastical confidentiality, and support lawful and responsible information handling.

Through appropriate cooperation with Rhema Global Education System, Hope Beyond Borders, affiliated churches, credentialed ministers, and authorized ministry partners, UMF shall maintain clear distinctions between organizational responsibilities and authorized information access.

Confidentiality shall support accountability rather than conceal misconduct, and information security shall serve the legitimate needs of the fellowship while protecting those who participate in its ministry.

This commitment reflects the mission of United Ministerial Fellowship to equip ministers, empower ministries, and strengthen churches through faithful administration, ethical leadership, and responsible stewardship of entrusted information.

7.5 Credential Register, Database Maintenance & Official Verification

United Ministerial Fellowship (UMF) recognizes that the integrity of ministerial credentialing requires a reliable, accurate, secure, and properly administered system for documenting credentials issued under its ecclesiastical authority.

As the ecclesiastical credentialing and oversight ministry of Rhema of Hope, operating under NVIS International Ministries, Inc., UMF shall establish and maintain an official credential register to document ministerial licenses, certifications, commissioning, endorsements, ordination, and related ecclesiastical determinations.

The official credential register shall serve as the authoritative administrative source for determining the recorded standing of credentials issued by UMF.

The register shall be maintained in accordance with approved credentialing policies, authorized decisions of the UMF Credentialing Board, applicable recordkeeping standards, confidentiality requirements, and relevant legal obligations.

UMF may administer the register through approved digital systems, physical records, or a combination of authorized recordkeeping methods.

The possession of a certificate, license card, digital document, or other credential instrument shall not independently establish current credential validity when the authoritative register indicates otherwise.

7.5.1 Purpose of the Official Credential Register

The purpose of the official credential register is to provide a reliable administrative record of ministerial credentials issued by UMF.

The register shall support:

  1. Documentation of approved credentials.
  2. Identification of credential holders.
  3. Recording of credential classifications.
  4. Verification of issuance dates.
  5. Maintenance of applicable expiration dates.
  6. Documentation of renewals and credential advancement.
  7. Recording of authorized changes in standing.
  8. Verification of ministerial credentials.
  9. Prevention of duplicate or unauthorized issuance.
  10. Preservation of official ecclesiastical history.

The register shall support consistent credentialing administration across the fellowship's domestic and international ministry activities.

Biblical References: Luke 16:10–12; 1 Corinthians 4:1–2; 1 Corinthians 14:40.

7.5.2 Ecclesiastical Authority Over the Register

The UMF Credentialing Board shall retain the ecclesiastical decision-making authority assigned to it under the approved policies of the fellowship.

The official register shall document decisions made by the appropriate authorized ecclesiastical authority.

Administrative personnel may:

  • Enter approved credential information.
  • Update authorized administrative details.
  • Record applicable renewal dates.
  • Prepare credential documents.
  • Maintain verification information.
  • Process routine administrative corrections.
  • Perform other assigned registry functions.

Administrative personnel shall not independently approve, elevate, suspend, revoke, or restore ministerial credentials through modification of registry information.

A registry entry shall reflect an authorized ecclesiastical determination rather than substitute for that determination.

7.5.3 Recognized Credential Classifications

The official register shall recognize the credential classifications established under Section 2 of this manual.

These include:

  1. Christian Ministry License (CML).
  2. Certified Minister (CM).
  3. Mission Leader License (MLL).
  4. Missionary Commissioning (MC).
  5. Chaplaincy Endorsement (CE).
  6. Minister License (MINL).
  7. Pastoral License (PL).
  8. Reverend Ordination (ORD).

Each credential shall be recorded under its correct classification.

Distinct credentials shall not be combined or treated as interchangeable unless an approved policy expressly establishes such recognition.

The Mission Leader License and Missionary Commissioning shall remain separate credential classifications.

7.5.4 Individual Ministerial Registry Profiles

UMF may maintain a permanent administrative profile for each individual who has received a credential under its authority.

Such profiles may include:

  • Ministerial identification number.
  • Legal name.
  • Approved ministerial name.
  • Contact information.
  • Country or jurisdiction.
  • Credential history.
  • Current credential standing.
  • Relevant renewal information.
  • Authorized administrative notes.
  • Other necessary ecclesiastical information.

A ministerial registry profile may contain records of multiple credentials issued to the same individual.

The creation of a ministerial profile shall not independently confer a credential or establish active fellowship standing.

7.5.5 Ministerial Identification Numbers

UMF may assign each credentialed minister a unique ministerial identification number.

The identification number may serve as a permanent administrative reference associated with the individual's UMF record.

Such identifiers may be used to:

  1. Distinguish ministers with similar names.
  2. Connect multiple credentials to one ministerial record.
  3. Support administrative correspondence.
  4. Maintain historical credential information.
  5. Reduce duplicate records.
  6. Support authorized verification.
  7. Facilitate digital administration.
  8. Support other legitimate recordkeeping purposes.

The identification number format shall be established through approved administrative procedures.

An identification number shall not independently establish ministerial standing or credential validity.

7.5.6 Individual Credential Identification Numbers

UMF may assign a separate identification number or issuance reference to each official credential.

Such numbers may identify:

  • The credential classification.
  • The specific credential record.
  • The issuance or reissuance.
  • The related ministerial profile.
  • Other approved administrative information.

A minister holding multiple UMF credentials may therefore have one ministerial identification number and multiple credential identification numbers.

Credential identifiers shall be administered consistently.

The format of identification numbers may be revised through authorized administrative procedures without altering the ecclesiastical standing of existing credentials.

7.5.7 Credential Application Integration

UMF may integrate its official credential register with an approved credential application system.

Such integration may support:

  1. Application submission.
  2. Document collection.
  3. Administrative completeness review.
  4. Educational verification.
  5. Ministerial reference processing.
  6. Credentialing Board review.
  7. Authorized approval recording.
  8. Credential issuance.
  9. Applicant notifications.
  10. Historical application tracking.

Applications shall remain distinguishable from issued credentials.

A pending or administratively complete application shall not automatically create an active credential entry.

The system shall not represent an applicant as credentialed before the applicable ecclesiastical approval has been granted.

7.5.8 Recording Credentialing Board Decisions

Authorized credentialing decisions shall be recorded in the official administrative system.

Decision records should identify:

  • The applicant or credential holder.
  • The credential classification.
  • The decision reached.
  • The effective date.
  • The approving authority.
  • Applicable conditions.
  • Other necessary information.

Administrative implementation shall follow the recorded decision.

Material discrepancies between the official decision and the registry entry shall be referred for appropriate review and correction.

The register shall not be used to create an ecclesiastical decision that was never authorized.

7.5.9 Credential Issuance and Activation

A credential shall be entered into active standing only after the applicable approval and issuance requirements have been satisfied.

The issuance process may include:

  1. Confirmation of Credentialing Board approval.
  2. Verification of the approved credential classification.
  3. Confirmation of applicable issuance requirements.
  4. Assignment of a credential identifier.
  5. Recording of effective dates.
  6. Recording of applicable expiration dates.
  7. Preparation of official documents.
  8. Administrative quality review.
  9. Authorized issuance.
  10. Notification to the credential holder.

The effective date of a credential shall be determined according to the authorized approval and applicable policy.

Administrative processing delays shall not independently authorize backdating or alteration of credential validity.

7.5.10 Credential Validity and Expiration

The register shall maintain applicable validity and expiration information according to the requirements of each credential classification.

UMF shall recognize that different credentials may have different validity, renewal, or continuing standing requirements.

The Christian Ministry License shall remain subject to its approved one-year validity period.

Other credential classifications shall be administered according to their respective approved requirements.

The registry shall not apply a universal expiration period to all credential classifications unless established through approved policy.

Expiration shall be distinguished from formal suspension or revocation.

7.5.11 Credential Renewal Administration

The official register may support credential renewal processes where required.

Renewal administration may include:

  • Renewal eligibility review.
  • Submission of required information.
  • Verification of applicable educational requirements.
  • Administrative completeness review.
  • Authorized renewal determination.
  • Updated validity dates.
  • Issuance of renewed documents.
  • Historical renewal records.

A submitted renewal application shall not automatically extend credential validity.

Renewal extensions or grace periods shall apply only where expressly authorized by approved policy.

7.5.12 Credential Advancement and Classification Changes

The register shall document authorized advancement or changes in credential classification.

Such changes may include:

  1. Approval of a higher credential classification.
  2. Recognition of an additional credential.
  3. Completion of an approved ordination pathway.
  4. Other authorized credentialing determinations.

Advancement shall require satisfaction of the applicable requirements and appropriate ecclesiastical approval.

Previous credential history shall be preserved.

Administrative changes shall not erase prior credentials or create a misleading representation of the minister's credentialing pathway.

7.5.13 Multiple Credentials and Concurrent Standing

UMF recognizes that an individual may hold more than one credential classification when permitted by applicable policy.

The register shall maintain separate records for each credential.

Each record shall identify its own:

  • Classification.
  • Issuance history.
  • Effective date.
  • Applicable expiration date.
  • Current standing.
  • Authorized restrictions.
  • Other relevant information.

The expiration or modification of one credential shall not automatically alter another credential unless the applicable policy or an authorized ecclesiastical determination provides otherwise.

The register shall not imply that one credential automatically confers another.

7.5.14 Credential Standing and Status Classifications

UMF shall maintain appropriate status classifications for credentials issued under its authority.

Such classifications may include:

  1. Active.
  2. Active with authorized conditions.
  3. Expired.
  4. Suspended.
  5. Revoked.
  6. Voluntarily surrendered.
  7. Superseded or replaced.
  8. Other classifications established by approved policy.

Application statuses shall remain distinct from issued credential statuses.

Status classifications shall reflect the applicable policy-defined event or authorized ecclesiastical decision.

A registry status shall not independently establish new disciplinary grounds or procedures.

7.5.15 Suspension and Revocation Records

The register shall document authorized suspension or revocation of credentials.

Records should identify:

  • The credential affected.
  • The authorized determination.
  • The effective date.
  • Applicable restrictions.
  • Relevant review conditions.
  • Other necessary administrative information.

Suspension and revocation shall occur only through the appropriate ecclesiastical process.

The register shall not publicly disclose confidential disciplinary evidence merely because a credential has been suspended or revoked.

Historical issuance information shall be preserved according to approved records retention requirements.

7.5.16 Restoration and Reinstatement Records

UMF may document authorized restoration or reinstatement of credentials where permitted by approved policy.

Restoration records may include:

  1. The previous credential standing.
  2. Applicable restoration requirements.
  3. The authorized determination.
  4. The effective date.
  5. Any applicable conditions.
  6. Subsequent review requirements.
  7. Other relevant information.

Administrative personnel shall not restore a suspended or revoked credential through a routine database change.

Restoration shall require the applicable ecclesiastical authorization.

Previous status history shall remain appropriately preserved.

7.5.17 Voluntary Surrender and Withdrawal

The register shall document voluntary surrender or relinquishment of credentials when accepted or recognized under approved policy.

Records may include:

  • The credential involved.
  • The request or notice received.
  • The effective date.
  • Applicable administrative acknowledgment.
  • Relevant ecclesiastical determinations.
  • Other necessary information.

Voluntary surrender shall not automatically erase historical credential records.

Surrender shall not be represented as a formal disciplinary revocation unless such a determination has separately occurred.

7.5.18 Retirement, Death, and Historical Standing

UMF may record retirement, death, or other relevant circumstances affecting a minister's active service.

Such circumstances shall be distinguished from disciplinary status.

The register may preserve:

  1. Historical credential issuance.
  2. Ordination history.
  3. Significant ecclesiastical appointments.
  4. Applicable credential standing.
  5. Other relevant information.

Retirement or death shall not ordinarily result in deletion of authoritative ecclesiastical history.

Historical recognition shall not be presented as proof of current active ministerial authorization.

UMF may issue official credential documents reflecting authorized ecclesiastical determinations.

Documents may include:

  • Ministerial licenses.
  • Ministerial certificates.
  • Reverend Ordination certificates.
  • Missionary Commissioning documents.
  • Chaplaincy Endorsement documents.
  • Official letters of standing.
  • Other approved ecclesiastical instruments.

Documents shall accurately reflect the corresponding registry record.

Official documents may contain identification numbers, authorized signatures, dates, seals, and verification features.

The design or format of a document shall not independently confer ecclesiastical authority.

7.5.20 Digital Credentials and Electronic Verification

UMF may establish digital credentials or electronic verification systems to support authorized credential administration.

Digital credential features may include:

  1. Unique verification references.
  2. Secure verification pages.
  3. Digital document authentication.
  4. QR-based verification.
  5. Credential validity information.

UMF may provide an official verification service through which churches, organizations, institutions, or members of the public can verify ministerial credentials.

Verification may confirm:

  • The credential holder's approved identifying name.
  • Credential classification.
  • Credential identification or verification reference.
  • Current verification result.
  • Applicable validity dates.
  • Other information approved for disclosure.

The verification service shall not provide unrestricted access to the minister's administrative profile.

Public verification shall not disclose confidential references, applications, disciplinary evidence, private contact information, or unrelated personal information.

A public verification result shall accurately distinguish current standing from historical credential issuance.

7.5.22 Restricted and Authorized Verification Requests

UMF may receive requests for additional credential verification from authorized organizations.

Such organizations may include:

  1. Affiliated churches.
  2. Sending ministries.
  3. Receiving ministries.

  • Current standing.
  • Relevant issuance information.
  • Applicable restrictions or conditions appropriate for disclosure.
  • The date of verification.
  • The authorized issuing representative.

Letters shall reflect the official register as of the date of issuance.

A letter of standing shall not automatically guarantee future credential validity.

Letters shall not represent UMF credentials as governmental licenses or professional qualifications outside the fellowship's ecclesiastical authority.

7.5.24 Credential Verification Limitations

Official verification shall be limited to information UMF is authorized and reasonably able to confirm.

Verification shall not independently establish:

  1. Governmental licensing.
  2. Employment authorization.
  3. Immigration eligibility.
  4. Professional accreditation.
  5. Institutional acceptance.
  6. Financial sponsorship.
  7. Insurance coverage.

UMF may issue replacement or corrected credential documents when appropriate.

Such circumstances may include:

  1. Loss of an original document.
  2. Damage to a certificate.
  3. Correction of an administrative error.
  4. Authorized name changes.
  5. Replacement of an outdated document format.
  6. Other legitimate administrative reasons.

Replacement documents shall correspond with the authoritative registry.

Reissuance shall not independently renew an expired credential, reverse a disciplinary determination, or change credential classification.

The replacement history may be documented as appropriate.

7.5.27 Registry Corrections and Data Integrity

UMF shall establish procedures for correcting inaccurate or incomplete registry information.

Corrections may involve:

  • Name spelling.
  • Contact information.
  • Duplicate entries.

UMF shall seek to protect its official credential register through appropriate information security and continuity measures.

Measures may include:

  1. Secure authentication.

  6. Applicable privacy laws.
  7. Cross-border information transfers.

Such coordination may include:

  • Educational completion verification.

The register shall distinguish historical credential issuance from current ministerial standing and shall preserve appropriate records of authorized changes.

Through secure administrative systems, appropriate verification procedures, and responsible coordination with affiliated ministries, UMF shall seek to protect the credibility of its credentials and support the churches, institutions, and individuals that rely upon its official records.

As the ecclesiastical credentialing and oversight ministry of Rhema of Hope, operating under NVIS International Ministries, Inc., UMF shall establish reasonable annual reporting and administrative compliance procedures for credentialed ministers, affiliated churches, and recognized ministries operating within its approved fellowship framework.

Annual reporting shall support the fellowship's responsibilities for maintaining accurate credentialing records, confirming appropriate ministerial standing, identifying legitimate support needs, and encouraging continued spiritual and administrative accountability.

Reporting requirements shall be administered according to approved policies, applicable credential classifications, organizational responsibilities, and relevant legal requirements.

UMF shall distinguish between annual administrative reporting, credential renewal, ecclesiastical accountability, missionary operational reporting, and governmental or corporate reporting obligations.

Annual reporting shall not automatically confer, renew, suspend, or revoke ministerial credentials.

Annual reporting may provide updated information necessary for credential administration.

Credential renewal shall remain subject to the specific requirements applicable to the credential classification.

Submission of an annual report shall not automatically renew a credential.

Likewise, submission of a credential renewal application shall not automatically satisfy a separate annual reporting requirement unless approved policy provides otherwise.

The Christian Ministry License shall remain subject to its approved one-year validity period.

7.6.24 Reporting Extensions and Reasonable Accommodations

UMF may establish procedures for granting reasonable extensions or accommodations concerning annual reporting.

Such matters may include:

  • Questions concerning credential eligibility.
  • Significant changes in ministry responsibilities.

UMF shall distinguish ecclesiastical annual reporting from corporate, financial, tax, charitable, employment, and governmental reporting obligations.

Such obligations may be administered by NVIS International Ministries, Inc. or another legally responsible organization.

UMF annual reporting shall not automatically satisfy:

  • Corporate annual filings.
  • Tax reporting requirements.
