Section 5 — Ministry Operations & Church Affiliation

This section establishes the framework for organizational affiliation, continuing responsibilities, spiritual oversight, leadership development, and cooperative ministry. It preserves local church autonomy while defining appropriate ecclesiastical standards and authorized organizational relationships.

5.1 Church and Ministry Affiliation

United Ministerial Fellowship (UMF) recognizes the importance of cooperation, spiritual accountability, and mutual support among Christian churches, ministries, and organizations committed to advancing the work of Jesus Christ. As the ecclesiastical credentialing and oversight ministry of Rhema of Hope, operating under NVIS International Ministries, Inc., UMF provides a framework for formal organizational affiliation. Affiliation does not, without a separate authorized agreement, transfer local church ownership, financial control, or general governance to UMF.

5.1.1 Purpose of Church and Ministry Affiliation

UMF shall promote biblical teaching, spiritual accountability, ethical leadership, education, and cooperative ministry through formal relationships governed by applicable affiliation policies.

5.1.2 Recognition of Local Church Autonomy

An affiliated church retains lawful authority over its leadership, property, finances, employees, administration, and local ministry decisions unless a separate valid agreement expressly provides otherwise.

5.1.3 Categories of Affiliated Organizations

Eligible applicants may include local churches, church plants, independent ministries, mission organizations, Christian educational ministries, and specialized Christian ministries.

5.1.4 Eligibility for Church and Ministry Affiliation

Applicants shall demonstrate alignment with the adopted Statement of Faith, responsible leadership, appropriate safeguarding, lawful operation, and willingness to observe applicable UMF policies.

5.1.5 Affiliation Application and Documentation

Applications may request organizational identity, location, leadership, governing documents, doctrinal statement, registration information, and acknowledgment of affiliation obligations; reasonable international accommodations may apply.

5.1.6 Affiliation Review and Approval

Authorized reviewers shall evaluate eligibility, leadership, doctrine, governance, safeguarding, and risks. Formal affiliation becomes effective only after authorized approval and execution of the required agreement.

5.1.7 Official Affiliation Agreement

A written agreement shall define affiliation classification, duties, autonomy, doctrinal commitments, reporting, term, renewal, termination, and legal independence without overriding NVIS corporate governance.

5.1.8 Rights and Benefits of Affiliation

Eligible affiliates may receive recognition, fellowship participation, pastoral guidance, education, ministry resources, directory inclusion, and collaborative opportunities, subject to availability and policy.

5.1.9 Responsibilities of Affiliated Churches and Ministries

Affiliates shall maintain accurate information, ethical and doctrinal standards, safeguarding practices, appropriate reporting, and cooperation with authorized reviews.

5.1.10 Ministerial Credentials and Organizational Affiliation

An individual minister’s UMF credentials do not automatically affiliate the minister’s church; organizational affiliation does not automatically credential its leaders.

5.1.11 Spiritual Oversight and Ministerial Accountability

UMF may provide pastoral counsel, mentorship, doctrinal consultation, and ethical accountability within the scope of affiliation and Section 3, without unauthorized control of local affairs.

5.1.12 Doctrinal Alignment and Organizational Identity

Affiliates shall respect UMF’s Statement of Faith while retaining their own names, histories, worship practices, and traditions where compatible with required standards.

5.1.13 Use of the UMF Name, Seal, and Affiliation Identity

Only authorized affiliates may use UMF affiliation designations, seals, and branding; they may not falsely claim ownership, agency, or delegated authority.

5.1.14 Financial and Legal Independence

Affiliates retain responsibility for their own financial obligations, property, employees, contracts, registrations, insurance, and legal compliance unless a separate lawful agreement provides otherwise.

5.1.15 Cooperative Ministry and Fellowship Activities

UMF may encourage evangelism, training, missions, church planting, and community service through approved cooperative arrangements with clearly assigned responsibilities.

5.1.16 International Church and Ministry Affiliation

International affiliation shall account for local law, cultural circumstances, language, documentation, and regional oversight while preserving mandatory standards.

5.1.17 Affiliation Records and Organizational Verification

UMF shall maintain records of approved organizations, identification numbers, leadership, agreements, status, and renewals under Section 7.

5.1.18 Affiliation Renewal and Periodic Review

Affiliation may be subject to periodic renewal or review of eligibility, leadership, doctrine, safeguarding, and agreement compliance, with reasonable notice.

5.1.19 Suspension, Withdrawal, and Termination of Affiliation

Affiliation may be suspended, withdrawn, or terminated under approved procedures, including fair opportunity to respond except when immediate protective action is needed; individual credentials are separately governed.

5.1.20 Restoration or Reapplication for Affiliation

Former affiliates may request restoration or reapplication, subject to evidence of corrective action, current eligibility, safeguarding, and authorized review; restoration is not automatic.

5.1.21 Digital Affiliation Management and Administrative Workflows

Approved digital systems may support applications, records, unique identifiers, renewal, and verification, but may not independently exercise discretionary ecclesiastical approval authority.

5.1.22 Commitment to Unity, Accountability, and Cooperative Ministry

UMF shall foster biblical unity, mutual respect, local autonomy, accountable ministry, and cooperative service throughout its global fellowship.

Biblical alignment: Ephesians 4:11–16; 1 Corinthians 12:12–27; Hebrews 10:24–25.

5.2 Responsibilities of Affiliated Churches and Ministries

Affiliated organizations remain responsible for their own governance, personnel, finances, property, and ordinary ministry operations, subject to applicable law and their written affiliation commitments.

5.2.1 Purpose of Affiliation Responsibilities

Affiliation responsibilities establish standards for biblical teaching, ethical leadership, safeguarding, stewardship, accurate communication, and responsible cooperation.

5.2.6 Organizational Governance and Administrative Responsibility

Organizations shall maintain governing documents, authorized officers, financial oversight, appropriate records, lawful operations, and sound administrative practices.

5.2.7 Financial Stewardship and Accountability

Affiliates shall keep accurate financial records, authorize expenditures, protect donations, and maintain independent financial control; affiliation alone does not require transfer of tithes or offerings.

5.2.8 Organizational Independence and Local Church Autonomy

Local churches retain lawful responsibility for worship, staffing, property, finances, contracts, outreach, and governance while honoring voluntarily accepted affiliation standards.

5.2.9 Cooperation with Spiritual Oversight

Affiliates shall cooperate with reasonable UMF consultation, doctrinal review, and ethical oversight within agreed authority and with appropriate procedural fairness.

Affiliates shall use UMF branding only as authorized and shall not falsely claim power to issue credentials, sign contracts, or represent NVIS.

5.2.15 Cooperation in Addressing Ministerial Misconduct

Affiliates shall respond to credible abuse, fraud, and misconduct allegations, preserve appropriate evidence, protect against retaliation, and meet reporting duties; credential discipline follows Section 3.

5.2.16 Conflict Resolution and Organizational Disagreements

Disagreements should be addressed through respectful communication, pastoral counsel, and voluntary mediation where appropriate, without displacing legal processes.

5.2.17 Responsibility for Legal and Regulatory Compliance

Each organization is responsible for applicable registration, employment, tax, privacy, safeguarding, facility, and other regulatory obligations.

5.2.18 International Affiliation Responsibilities

International affiliates shall uphold mandatory standards while observing local laws and cultural circumstances; regional representatives exercise only delegated authority.

Affiliates may cooperate with Hope Beyond Borders and RGES subject to each program’s authorization; UMF retains ecclesiastical functions.

5.2.20 Affiliation Compliance Reviews

UMF may conduct proportionate compliance reviews concerning doctrine, ethics, safeguarding, leadership, and agreement obligations without unrestricted access to confidential records.

5.2.21 Failure to Fulfill Affiliation Responsibilities

Appropriate responses to noncompliance may include counsel, corrective plans, benefit restrictions, suspension, or termination, with urgent safeguarding action when necessary.

5.2.22 Voluntary Withdrawal from Affiliation

An organization may withdraw through authorized written notice; its status and branding rights end as provided by the agreement, without automatic revocation of individual credentials.

5.2.23 Responsibility for Accurate Public Representation

Public descriptions of affiliation shall be accurate and shall not imply ownership, financial guarantees, accreditation, or unauthorized authority.

5.2.24 Commitment to Responsible Fellowship and Christian Service

Digital platforms may support secure appointments, mentorship, communication, and administrative tracking with separate confidential access permissions.
