United Ministerial Fellowship (UMF) • Rhema of Hope • NVIS International Ministries, Inc.
Approved subsections: 6.1–6.5 | Complete approved text
6.1 Missionary Recognition and Credentialing
United Ministerial Fellowship (UMF) recognizes missionary service as an essential expression of the Church's responsibility to proclaim the Gospel of Jesus Christ, make disciples, establish and strengthen Christian communities, and demonstrate Christian compassion throughout the world.
As the ecclesiastical credentialing and oversight ministry of Rhema of Hope, operating under NVIS International Ministries, Inc., UMF shall establish and administer standards for the recognition, preparation, commissioning, and spiritual accountability of qualified missionary personnel.
Missionary recognition and credentialing shall provide an organized framework through which eligible individuals may be evaluated for missionary responsibilities, receive appropriate ecclesiastical authorization, and participate in approved missionary service.
UMF recognizes that missionary service may occur domestically or internationally and may include evangelism, discipleship, church planting, Christian education, humanitarian ministry, leadership development, and other authorized Christian activities.
Missionary credentialing shall be administered in accordance with the applicable provisions of Section 2 — Credentialing Framework, Section 3 — Doctrinal & Ministerial Accountability, and Section 4 — Training, Certification & Education.
UMF shall retain authority over ecclesiastical commissioning and ministerial recognition. Operational missionary assignments may be coordinated through Hope Beyond Borders or other authorized ministry partners.
6.1.1 Purpose of Missionary Recognition and Credentialing
The purpose of missionary recognition and credentialing is to establish appropriate standards for identifying, preparing, recognizing, and supporting individuals called to missionary service.
UMF shall seek to:
1. Recognize individuals demonstrating a sincere commitment to Christian missionary service.
2. Establish appropriate biblical, ethical, and ministerial qualifications.
3. Provide a structured process for missionary evaluation and commissioning.
4. Promote adequate preparation for assigned missionary responsibilities.
5. Encourage spiritual accountability and responsible leadership.
6. Support missionary education and cross-cultural readiness.
7. Promote safeguarding and ethical missionary practices.
8. Establish clear distinctions between ecclesiastical authorization and operational deployment.
9. Encourage cooperation with sending churches and missionary organizations.
10. Maintain accurate records of officially recognized missionary personnel.
Missionary recognition shall reflect both the spiritual responsibilities of Christian service and the practical obligations associated with missionary assignments.
Biblical References: Matthew 28:19–20; Mark 16:15; Acts 1:8; Romans 10:14–15.
6.1.2 Biblical Foundations of Missionary Service
UMF affirms that missionary service is grounded in the biblical commission to proclaim the Gospel, make disciples, and serve others in the name of Jesus Christ.
Missionary personnel shall be encouraged to demonstrate:
1. Commitment to Holy Scripture.
2. Faithfulness to Christian doctrine.
3. Personal spiritual maturity.
4. Compassion toward those receiving ministry.
5. Humility and servant leadership.
6. Respect for cultural and personal dignity.
7. Ethical conduct.
8. Willingness to serve under appropriate accountability.
9. Responsible stewardship of entrusted resources.
10. Perseverance in Christian service.
Missionary service shall not be used as a means of personal exploitation, improper financial gain, or coercive religious activity.
Biblical References: Matthew 9:36–38; Matthew 28:19–20; Acts 13:2–3; 2 Corinthians 5:18–20.
6.1.3 Recognition of Missionary Calling
UMF recognizes that individuals may express a personal sense of calling to missionary service.
Such a calling shall be treated with appropriate respect while remaining subject to reasonable ecclesiastical evaluation.
Recognition of a missionary calling may consider:
1. Personal testimony of Christian faith.
2. Demonstrated commitment to missionary service.
3. Spiritual maturity and character.
4. Ministry experience.
5. Biblical understanding.
6. Recommendations from qualified Christian leaders.
7. Readiness for the proposed assignment.
8. Willingness to receive training and guidance.
9. Appropriate ethical and safeguarding qualifications.
10. Alignment with UMF's applicable doctrinal standards.
A personal declaration of missionary calling shall not independently establish eligibility for UMF missionary commissioning.
Official recognition shall require completion of the applicable review and approval process.
6.1.4 Scope of Recognized Missionary Service
UMF may recognize qualified missionary service in a variety of Christian ministry settings.
Such service may include:
1. Evangelism and discipleship.
2. Church planting and congregational development.
3. Christian education and teacher development.
4. Biblical training and leadership development.
5. Missionary pastoral support.
6. Community outreach.
7. Humanitarian and charitable ministry.
8. Youth and children's ministry.
9. Administrative and logistical mission support.
10. Other authorized Christian missionary activities.
The scope of an individual's missionary authorization shall be determined by the applicable credential, approved ministry responsibilities, and any additional assignment conditions.
Missionary recognition shall not authorize activities requiring separate civil, professional, or governmental qualifications.
6.1.5 Missionary Credentialing Classifications
UMF shall recognize missionary-related credentials within its approved ministerial credentialing framework.
These include:
Mission Leader License (MLL): A credential intended to recognize qualified individuals serving in approved missionary leadership, mission coordination, or related ministry responsibilities, according to the requirements established for that credential.
Missionary Commissioning (MC): Formal ecclesiastical recognition and commissioning of an eligible individual for approved missionary service, subject to the applicable commissioning standards and conditions.
The Mission Leader License and Missionary Commissioning shall remain distinct credentials with their own qualifications, training requirements, and authorization procedures.
Possession of an MLL shall not automatically grant Missionary Commissioning.
Likewise, Missionary Commissioning shall not automatically confer an MLL or another ministerial credential.
Additional missionary-related roles or administrative designations may be established through approved policy, provided they are not represented as new credentialing levels without formal authorization.
6.1.6 Distinction Between Missionary Credentialing and Operational Assignment
UMF shall maintain a clear distinction between ecclesiastical missionary recognition and operational missionary deployment.
Ecclesiastical recognition establishes an individual's approved standing under UMF's missionary credentialing framework.
Operational assignment establishes the specific responsibilities, location, duration, supervision, and conditions of a particular missionary activity.
An individual may hold a valid UMF missionary credential without being assigned to an active mission field.
Similarly, individuals may participate in certain authorized missionary support activities without holding a UMF missionary credential, provided they meet the requirements of the activity and do not represent themselves as commissioned missionaries.
Operational assignments shall be authorized through the appropriate ministry or organizational authority.
Missionary credentialing shall not guarantee employment, placement, financial support, travel authorization, or assignment to a particular country.
6.1.7 Eligibility for Missionary Credentialing
Individuals seeking missionary recognition or commissioning shall satisfy the eligibility requirements established for the applicable credential.
Considerations may include:
1. Christian testimony and personal character.
2. Doctrinal alignment with UMF.
3. Demonstrated commitment to Christian service.
4. Appropriate ministry experience or preparation.
5. Completion of required education.
6. Willingness to maintain spiritual accountability.
7. Appropriate references or recommendations.
8. Compliance with safeguarding requirements.
9. Readiness for the intended missionary responsibilities.
10. Absence of unresolved circumstances materially affecting eligibility.
Additional qualifications may be established for particular missionary responsibilities or assignment environments.
Eligibility standards shall be applied according to the approved credentialing framework.

Application information may include:
1. Legal name and contact information.

5. Educational and training history.
6. Intended area of missionary service.
7. Sending church or ministry relationship, where applicable.

10. Acknowledgment of UMF's governing policies.
11. Other information necessary for appropriate evaluation.
UMF may request supporting documentation or clarification when necessary.
Applications shall be handled according to the confidentiality and administrative standards established in this manual.
Submission of an application shall not constitute approval or authorization for missionary service on behalf of UMF.

UMF may verify information submitted in support of missionary credentialing.
Verification may include:
• Review of ministry experience.
• Confirmation of educational completion.

• Assessment of readiness for the proposed responsibilities.
• Other reasonable verification measures.

Missionary applicants shall complete the education and preparation required for the applicable credential.
Training may address:

8. Ministry planning and administration.
9. Personal readiness and resilience.

RGES may develop and administer approved missionary education programs.
Additional training may be required for particular operational assignments.
Completion of missionary training shall not automatically result in credentialing approval or operational deployment.
6.1.11 Recognition of Previous Missionary Experience
UMF recognizes that applicants may possess substantial missionary experience gained through churches, ministries, or other Christian organizations.
Relevant experience may be considered during credentialing evaluation.
Such experience may include:
1. Domestic missionary outreach.
2. International missionary assignments.
3. Church planting.
4. Christian education.
5. Missionary leadership.
6. Cross-cultural ministry.
7. Humanitarian ministry.
8. Missionary administration.
9. Discipleship and leadership development.
10. Other relevant Christian service.
Previous experience shall not automatically replace mandatory credentialing requirements.
UMF may recognize qualifying experience toward approved requirements where permitted under the applicable credentialing and educational policies.
Previous commissioning by another organization shall not independently establish UMF missionary credentialed standing.
6.1.12 Relationship with Sending Churches and Ministries
UMF recognizes the importance of sending churches and sponsoring ministries in the preparation, support, and accountability of missionary personnel.
When applicable, missionary credentialing may consider the applicant's relationship with a sending organization.
Such relationships may involve:
• Spiritual encouragement.
• Ministerial recommendations.
• Financial support.
• Pastoral accountability.
• Missionary preparation.
• Communication during assignments.
• Assistance with missionary transitions.
• Other appropriate support.
UMF may cooperate with sending churches in providing spiritual oversight and missionary accountability.
A sending church shall not automatically become affiliated with UMF because one of its members receives a UMF missionary credential.
The responsibilities of each participating organization shall be established through applicable policies or agreements.
6.1.13 Missionary Credentialing Review and Approval
Missionary credentialing applications shall be reviewed through the appropriate UMF ecclesiastical process.
Review may consider:
1. Eligibility for the requested credential.

5. Relevant missionary experience.
6. Recommendations and references.
7. Safeguarding qualifications.
8. Readiness for missionary responsibilities.
9. Applicable accountability arrangements.
10. Other relevant credentialing considerations.
The UMF Credentialing Board shall retain final authority over missionary credentialing decisions unless a governing policy expressly establishes another authorized approval authority.
The Board may approve, defer, or deny an application according to the applicable standards and procedures.
Completion of all administrative application steps shall not automatically establish approval.
6.1.14 Official Missionary Commissioning
Missionary Commissioning shall constitute formal ecclesiastical recognition of an individual approved for missionary service under UMF's credentialing framework.
Commissioning may be recognized through an official commissioning document, authorized ministerial ceremony, or other approved procedure.
Commissioning documentation may identify:
1. Commissioned individual's name.
2. Credential classification.
3. Unique credential identification number.
4. Date of commissioning.
5. Applicable validity or review information.
6. Authorized ecclesiastical approval.
7. Any limitations or conditions required to define the commissioning.
8. Official verification information.
A commissioning ceremony shall not replace the requirement for formal credentialing approval.
Missionary Commissioning shall not independently confer pastoral ordination, employment status, or authority to act beyond the scope of the credential.
6.1.15 Scope and Limitations of Missionary Authorization
Individuals holding UMF missionary credentials shall exercise ministry responsibilities consistent with their approved standing and applicable assignment conditions.
Missionary credentials shall not automatically authorize an individual to:

2. Enter into contracts on behalf of UMF.
3. Incur financial obligations for UMF.
4. Issue UMF ministerial credentials.
5. Approve church affiliations.

Responsibilities may include:

Formal disciplinary matters shall be governed by Section 3.5.
Operational concerns shall be addressed by the organization responsible for the applicable assignment, subject to any separate ecclesiastical implications.
6.1.17 Missionary Safeguarding and Ethical Responsibilities
UMF shall maintain appropriate safeguarding expectations for missionary credentialing.
Missionary personnel shall be expected to respect the dignity, safety, and well-being of individuals and communities receiving ministry.

3. Completion of applicable continuing education.
4. Updated contact and ministry information.
5. Review of relevant accountability requirements.
6. Confirmation of safeguarding compliance.
7. Other approved credential-specific requirements.
The validity period of Missionary Commissioning shall be determined by its governing credentialing standards and shall not be assumed to be identical to the validity period of the Christian Ministry License or other UMF credentials.
Operational assignment dates shall remain distinct from credential validity dates.
Renewal shall not automatically authorize a new missionary deployment.
6.1.19 Missionary Credential Status and Changes in Assignment
A missionary's operational assignment may change without necessarily changing the individual's ecclesiastical credentialed standing.
Such changes may include:
1. Completion of a missionary assignment.
2. Transfer to another mission field.
3. Temporary return from the field.
4. Transition to domestic ministry.
5. Change in sending organization.
6. Temporary interruption of missionary service.
7. Retirement from active field responsibilities.
8. Other relevant ministry transitions.
Missionary personnel shall notify UMF of material changes when required by applicable credentialing policy.
Changes in operational assignment shall not automatically suspend or revoke an otherwise valid UMF credential.
Any credentialing action shall be conducted through the applicable ecclesiastical process.
6.1.20 Missionary Credential Suspension and Revocation
Missionary credentials may be subject to review, suspension, or revocation when circumstances warrant action under UMF's approved ministerial accountability policies.
Grounds for review may include:
• Serious ethical misconduct.
• Material doctrinal violations.
• Fraudulent credentialing information.
• Serious safeguarding concerns.
• Abuse or exploitation.
• Misuse of ecclesiastical authority.

• Other substantial violations of applicable UMF standards.
Credentialing actions shall be administered according to Section 3.5 and other applicable governing provisions.
UMF may take appropriate interim protective measures when necessary to address credible serious risks.
Termination of an operational missionary assignment shall not automatically constitute revocation of an individual's UMF missionary credential.
6.1.21 Missionary Credential Restoration and Reapplication
An individual whose missionary credential has been suspended or revoked may request reconsideration, restoration, or reapplication when permitted under applicable UMF policies.
Review may consider:
1. The circumstances leading to the original action.
2. Evidence of corrective measures.
3. Current doctrinal and ethical eligibility.
4. Completion of required education or counseling.
5. Safeguarding considerations.
6. Recommendations from qualified ministry leaders.
7. Readiness for renewed missionary responsibilities.
8. Any unresolved legal or organizational concerns.
Restoration shall not be automatic.
UMF may establish appropriate conditions before restoration when permitted under its policies.
Serious circumstances involving abuse, exploitation, fraud, or continuing risks may justify denial of restoration.
Restoration of ecclesiastical credentials shall not automatically reinstate a previous operational missionary assignment.
6.1.22 Missionary Credential Records and Verification
UMF shall maintain appropriate official records of missionary credentials.
Records may include:
1. Credential holder's name.

Official ecclesiastical determinations shall remain subject to authorized human approval.
Application tracking identifiers shall remain distinguishable from official credential numbers.
6.1.24 International Recognition and Legal Limitations
UMF missionary credentials constitute ecclesiastical recognition issued under the authority of the fellowship.

United Ministerial Fellowship affirms that missionary service is a sacred responsibility requiring biblical conviction, spiritual maturity, ethical conduct, appropriate preparation, and faithful accountability.
UMF shall seek to recognize and equip qualified individuals for missionary service while maintaining responsible ecclesiastical standards.
Through cooperation with Rhema Global Education System, Hope Beyond Borders, sending churches, affiliated ministries, and other authorized partners, UMF shall encourage effective missionary preparation and service throughout the world.
Missionary credentialing shall remain distinct from operational assignment and shall not independently confer organizational authority beyond the scope of the approved credential.

6.2 Missionary Preparation, Training & Field Readiness
United Ministerial Fellowship (UMF) recognizes that effective missionary service requires more than a sincere calling or formal ecclesiastical recognition. Individuals preparing for missionary assignments must demonstrate appropriate biblical understanding, Christian character, cultural awareness, practical preparedness, and a willingness to serve under responsible spiritual and organizational accountability.
As the ecclesiastical credentialing and oversight ministry of Rhema of Hope, operating under NVIS International Ministries, Inc., UMF shall establish appropriate educational and preparatory expectations for individuals seeking missionary credentials or participating in authorized missionary service.
Missionary preparation shall seek to equip individuals for faithful Christian witness, ethical ministry, responsible leadership, cross-cultural cooperation, and the practical challenges associated with missionary assignments.
UMF may coordinate missionary education through Rhema Global Education System (RGES), while operational preparation and assignment-specific readiness may be coordinated through Hope Beyond Borders or another authorized sending organization.
Preparation requirements shall be appropriate to the nature, duration, location, and responsibilities of the intended missionary service.
Completion of missionary education shall not automatically constitute approval for Missionary Commissioning or authorization for operational deployment.

UMF shall retain responsibility for determining whether an individual satisfies the ecclesiastical requirements for an UMF missionary credential.
RGES may verify completion of approved educational requirements.
Hope Beyond Borders or another authorized operating organization shall determine whether an individual satisfies the requirements for a particular missionary assignment.

As the ecclesiastical credentialing and oversight ministry of Rhema of Hope, operating under NVIS International Ministries, Inc., UMF shall establish standards for the spiritual and ministerial accountability of credentialed missionaries serving in domestic and international assignments.
Missionary field oversight shall seek to protect the integrity of Christian ministry, support missionary personnel, promote responsible organizational relationships, and encourage effective service in accordance with biblical principles.
UMF shall retain authority over ecclesiastical credentialing and ministerial accountability. Operational oversight shall be exercised by Hope Beyond Borders or another authorized sending or operating organization according to the applicable assignment arrangements.
Missionaries shall remain accountable to the authorities legitimately responsible for their credentialed standing, assigned duties, and applicable field operations.
Oversight arrangements shall respect local church autonomy, applicable civil laws, cultural circumstances, and the rights and responsibilities of participating organizations.
Missionary field oversight shall be administered consistently with Section 3 — Doctrinal & Ministerial Accountability, Section 5 — Ministry Operations & Church Affiliation, and the other applicable provisions of Section 6.

6.3.3 Distinction Between Ecclesiastical and Operational Oversight
UMF shall maintain a clear distinction between ecclesiastical oversight and operational field supervision.

• Field supervision.
• Travel and logistical arrangements.
• Operational safety.
• Financial and resource administration.
• Local ministry coordination.

Missionary personnel may maintain accountability relationships with several organizations or designated leaders.
These may include:
1. United Ministerial Fellowship.
2. Hope Beyond Borders.
3. An authorized sending church.

5. A receiving church or ministry.
6. An assigned field supervisor.
7. An approved missionary mentor.
8. Other authorized organizational representatives.
Each relationship shall be understood according to its established responsibilities.
A missionary shall not be required to disregard legitimate legal, safeguarding, or organizational obligations because of conflicting instructions from another authority.
Where oversight responsibilities overlap, participating organizations should establish clear communication and decision-making procedures.

UMF may designate qualified individuals to provide ecclesiastical oversight and pastoral support to credentialed missionaries.
Such individuals may include:
• Authorized senior ministers.
• Qualified pastoral mentors.
• Regional fellowship representatives.

Field supervisors may be responsible for:
1. Coordinating assigned ministry activities.

5. Addressing routine operational concerns.

• Prayer and spiritual encouragement.
• Biblical and doctrinal guidance.

The organization responsible for an operational missionary assignment may temporarily restrict, suspend, or end an individual's field responsibilities according to applicable policies, agreements, and legal obligations.
Such action may be necessary because of:

3. Operational misconduct.
4. Inability to fulfill essential assignment responsibilities.

Upon completion or termination of an assignment, the responsible operating organization may require appropriate financial and resource reconciliation.
Such reconciliation may include:
1. Submission of outstanding expense documentation.

Completion, withdrawal, expiration, or termination of a missionary assignment shall remain distinct from the status of an individual's UMF ecclesiastical credentials.
An individual who completes an assignment may retain valid UMF credentials subject to the applicable credentialing policies.
